CSD presents graduation certificates to PICs who have completed the DAE programme.
The Ethics College, established by the Correctional Services Department (CSD), offers a one-year full-time Diploma in Applied Education programme (DAE) for adult persons in custody (PICs) through the Li Ka Shing School of Professional and Continuing Education (LiPACE) of Hong Kong Metropolitan University (HKMU). The Ethics College recently held its second graduation ceremony, at which certificates were awarded to 75 PICs who had completed the programme.
The graduation ceremony was held on 6 August at the Pak Sha Wan Correctional Institution, attended by Prof. Ricky Kwok Yu-kwong, Vice President (Research and Institutional Advancement) of HKMU, Dr Larry Ching Ka-wai, Associate Director of LiPACE, and other LiPACE faculty members. In his speech, Prof. Kwok encouraged the PICs to maintain their passion for learning and a positive attitude, so that they can contribute to society with the knowledge and skills they have acquired.
The 75 graduates comprised 60 male PICs from the Pak Sha Wan Correctional Institution and 15 female PICs from Lo Wu Correctional Institution. In the sharing session, a PIC student expressed his gratitude to his family members for their unwavering support, to LiPACE teachers for their guidance, and to correctional officers for their encouragement, which enabled him to regain his resolve and commit to his studies.
The Ethics College is initially established at Pak Sha Wan Correctional Institution and Lo Wu Correctional Institution. Since its inception in 2023, the Ethics College has been providing voluntary adult PICs with a one-year full-time Diploma of Applied Education (DAE) programme of HKMU to support their continued education. The programme offers two elective clusters: “Interior Design” and “Advertising, Public Relations and Event Marketing”. Students who successfully complete the DAE programme attain an academic qualification equivalent to the Level 2 in five subjects in the Hong Kong Diploma of Secondary Education Examination.
Graduates of the DAE programme have the opportunity to pursue further studies. Among the first cohort of 75 graduates last year, about half are currently enrolled in the “Associate of General Studies” programme offered by HKMU. Of these, 15 students are pursuing full-load studies and are expected to complete their programme in 2026.
