政治學導論

POLS A201C“政治學導論”是香港都會大學人文社會科學院政治學科之基礎科目，學分值十分，修讀期為一年。本科不設先修科目。

本指南主要包括下列七個部分，目的是幫助你清楚了解本科的主要內容，以自學形式完成本科，並取得最大的效果。

政治學為社會科學中一個重要的範疇，本科的內容將會涵蓋與政治及政府有關的基本概念、理論與取向，並分析各種形式的決策機構及其人員相互間的關係。本科同時亦分析政府的運作及這些運作對政治穩定性的影響。

本科的焦點雖然是放在西方政治學的各種理論及重大政治事件，但當討論某章節時，我亦會引用中國、台灣及香港的事例，以輔助解說不同的政治學理論。

本科共有十一個單元，分別為政治學的基礎（單元一）、意識形態與政治文化（單元二）、民意與政治溝通（單元三）、利益團體、政黨與選舉（單元四）、政府的結構與權力（單元五）、立法機關（單元六）、行政機關（單元七）、法律與司法制度（單元八）、公共政策與行政（單元九）及政治發展（單元十）。在全球一體化的大趨勢下，各國之間日益相互依賴，因此本科會以單元十一“國際關係”作總結，該單元會為你介紹國際體系的本質、相互依賴、整合與分裂的趨勢。

“政治學導論”旨在讓你認識政治學的基本概念、理論與研究方法，以期你可藉此體驗及直接參與現實政治。本科的宗旨是希望你能夠培養獨立思考、分析及比較等能力。

修讀本科後，你應能：

• 闡釋有關政治學的名詞、概念和理論，以及古今不同的意識形態及政治文化；
• 分析民意及大眾傳媒在政治上扮演的角色，以及與政治溝通的關係；
• 析述利益團體與政黨的區別，以及政黨制度與選舉制度的關係；
• 辨析不同的政府結構及制度，並闡述各種公共政策的制定模式；
• 論述立法機關的功能及結構，及世界兩大法系和多國的司法制度；
• 綜述政治發展的特徵、過程，以及與社會、經濟發展和民主化的關係；
• 評述近代國際關係及全球政治權力的分配問題和趨勢。

學科指南的作用是介紹本科的特點和內容，指導學員如何修讀本科，並提供有關導修課和成績評核的資料。

1. 擬訂一個學習時間表。你的學科主任已為你準備了學習進度表（見第18 頁）。我們建議你按照這個進度表循序漸進地修讀，並緊記在完成指定的修讀單元後，準時繳交作業。
2. 開始修讀每一個單元時，請先閱讀該單元的緒言。這有助你明白該單元的宗旨，及該單元與其他單元的關係。然後你可閱讀導論和目錄，以便你了解該單元的編排。
3. 研讀單元內容時，你會看到一些指示，要求你閱讀指定教科書的某些章節，這時你便應依從指示閱讀有關的部分， 以加深對單元內容的理解。
4. 此外，你亦要完成一些活動和測試題。這些活動和測試題有助你明白單元的重點，訓練你的思考和分析能力，並讓你自我評估是否已掌握所學。所有測試題都在單元末附有答案，但請你先嘗試自行作答，然後才核對答案，並糾正錯誤及找出錯誤原因。你應該在完成這些活動及測試題後，才繼續研讀下去。
5. 在閱讀單元時，你可能會遇到一些自己解決不了的難題。這時候你應該將問題記下，並向導師求助，導師會幫助你解決這些難題。
6. 修讀本科時，你會發覺單元內所描述的例子，是日常都會遇到的。你可以把日常觀察所得與學到的例子聯繫起來， 然後作出分析及理解。這樣不只可以提高你對本科的興趣，也可以幫助你掌握單元的要點。
7. 完成每一個單元後，應安排時間盡早溫習，不要等到考試前才一口氣地溫習所有單元。因為當你完成最後一個單元時，你可能已經忘記之前已修讀的單元。這樣的重複溫習，可以幫助你更有效地準備考試。你亦應該重溫做過的作業和導師在作業中給你的評語。

為輔助學員修讀各單元，本科設十一次導修課，每次兩小時。本科另設兩節日間課堂，每節兩小時，由學科主任或有關專家、學者主講，針對本科所涉及的學術問題進行較深入的研討。

各修讀單元均要求學員完成活動和測試題，以幫助學員確定是否已掌握必須的內容和理論。本科成績評核包括五份作業和一次期終考試，以測試學員能否嚴謹而有條理地在各修讀單元內將所學知識加以運用。

作業

本科共有五份作業。學院會選出其中最高分的四份來計算總成績，每份作業的分數是百分之十二點五，共佔總成績的百分之五十。每份作業均要求學員撰寫一篇約1500至2000字的學術論文。

期終考試

本科的期終考試為筆答題，時間為三小時，佔學科總分的百分之五十。

試題與各修讀單元的內容、導修課討論題和作業有關，並會涵蓋本科全部學習內容。考試旨在評核學員對政治學的基本概念和理論的掌握，以及對一些經典研究或本地研究的認識。

本科修讀時間為兩個學期，共三十六周。各修讀單元研習進度的安排如下：

莊岳博士於台灣大學取得法學士，為美國明尼蘇達大學國際關係碩士及博士，現已退休。曾任南達科達州北部州立大學文理學院院長及政治系教授。著有《國際民用航空協會》及《香港回歸中國之政治問題》二本英文專書，亦為香港都會大學“政治學導論”英文教材之編撰者。
