In order to encourage the needy to take the first step of self-learning, LiPACE has set up a CBMP bursary scheme with assistance from the Women's Commission to subsidise eligible applicants to enroll courses in the programme. A two-tier subsidy structure was introduced since 2010.

1. Applicants must be Hong Kong residents, and the eligibility and subsidised details are stated as follow:

Eligibility & Subsidy

Tier-1 Subsidy

Eligibility:

receiving the Comprehensive Social Security Assistance (CSSA) or;
Student's Adjusted Family Income (AFI) threshold equals to or below $41,360

Subsidy:

Eligible student may apply for fee exemption for at most 9 courses in his/her life time and 3 courses in each intake
 

Tier-2 Subsidy

Eligibility:

Student's Adjusted Family Income (AFI) threshold is within $41,361 to $79,976.

Subsidy:

Eligible student may apply for fee exemption for at most 4 courses in his/her life time and 3 courses in each intake.

2. Application Procedure

a. Radio Broadcasts and Face-to-face courses: a complete application form with a copy of the “Certificate of Comprehensive Social Security Assistance Recipients issued by Social Welfare Department or original copy of “Declaration” from the Home Affairs Department to co-organizers.
b. e-Learning courses: a complete application form with a copy of the “Certificate of Comprehensive Social Security Assistance Recipients issued by Social Welfare Department or original copy of “Declaration” from the Home Affairs Department to LIPACE


3. Declaration” from the Home Affairs Department

Adjusted Family Income (AFI) mechanism is based on the following formula:

Gross Annual Income of Family
divided by: No. of family members b + 1 c

a. Gross annual income of the family includes the annual income of the applicant and his/her spouse; 30% of the annual income of unmarried child / children residing with the family if applicable; and the contribution from relatives / friends if applicable.
b. The members of a family normally refer to the applicant, his/her spouse, unmarried child / children residing with the family and the dependent parent(s) who are supported by the applicant and/or his/her spouse.
c. For single-parent families of 2 to 3 members, the 'plus 1 factor' in the divisor of the AFI formula will be increased to 2.
Eligible students may go to any offices of the Home Affairs Department to obtain the Declaration, which is recommended to read as

4. Important note

The number of CBMP bursary application is limited. If there is oversubscription of CBMP bursary application, LiPACE shall determine the applications by drawing. All applicants shall received notification before commencement of the courses. LiPACE reserves right to allocate the resources and of final decision.
