Biography

Dr Victor Fong is Senior Lecturer in the Department of Social Sciences at Hong Kong Metropolitan University and Programme Leader for the Master of Arts in Cultural Heritage and Tourism. Trained as a historian of premodern China, he received his BA and MPhil in History from Hong Kong Baptist University and his PhD in Culture, History, and Language from the Australian National University. He later held a postdoctoral appointment at Yale University, where he also taught in the Department of History.
Dr Fong's research examines law, sovereignty, and cross-border mobility in premodern China, with a particular focus on how legal regimes shaped subjecthood, identity, and travel. As a modern scholar engaging with the premodern past, he extends his interests to cultural heritage and tourism, exploring how historical legacies are interpreted, represented, and mobilized in contemporary society through teaching, research, and community partnerships.
