Professor François Vellas is the the President of the International
Association of Universities of Older Age (AIUTA) and the University of Toulouse
for the Elderly (U3A) in France. He is a founding member and Executive Governing
Board Member of the UNESCO Chair UNITWIN on “Cultural Tourism and Sustainable
Development”. In addition, he is an Honorary Professor at Toulouse Capitole
University and teaches at the Institute of Tourism at the University of Toulouse
Jean Jaurès. He is also a visiting professor at Sorbonne University Abu Dhabi,
University UDC in Brazil, and the American University of Technology in Lebanon.
Prof. Vellas is a PhD in Economics and he is a recognized expert for UN, EU and
WTO in the areas of aging and tourism policy, strategy and international
tourism. He has extensive experience in analyzing international aging policies,
air transport, and tourism. Additionally, he has authored numerous reference
works on these subjects, including "Le transport aérien", "Echange international
et qualification du travail" (Economica, Paris), "International tourism: an
economic perspective", "The international marketing of travel and tourism"
(MacMillan, London, co-authored with L. Becherel) and “"Economie et Politique du
Tourisme International" (Economica, Paris)”. Prof F Vellas has also been
appointed by G20 secretariat to prepare and present the “G20 Tourism Report” at
the T20 meeting of Ministers of Tourism in Paris.
He actively participates in U3As events globally, concentrating on medical,
wellness and tourism for the elderly. He has built extensive collaborative
partnerships with UNWTO, UNESCO, UNCTAD and the International Air Transport
Association (IATA). He collaborates with UNWTO on topics “Tourism and
Microfinance” and “The Impact of Rising Oil Prices on International Tourism,”
and he works with UNCTAD to research tourism development strategies and
sustainability, with a particular focus on elderly tourism and international
cooperation among U3A organizations.
Prof. Vellas has also been invited to chair international conferences and
seminars discussing U3A international cooperation, tourism, air transport, and
the impacts of climate change. These include the “International Conference on
Senior Tourism at the World Senior Tourism Congress” held in Yantai, the COP21
Climate Change Seminar in Paris, the high-level international meetings on
tourism and air transport organized by UNCTAD and IATA in Geneva, and the
Regional Conference on Tourism and Climate Change in Africa.
At the same time, he has been invited to lead a team on projects related to
tourism and elderly tourism. From 2016 to 2020, he leads the UN/UNCTAD Programme
on “Tourism and Climate Change”, investigating the impacts of climate change on
the tourism sector. Furthermore, he was an advisor to China on “Tourism
Development Policy” and “Senior, wellness and medical tourism strategy” in
Shandong Province in 2017 to 2019.
弗朗索瓦·维拉斯教授是国际老年大学协会(AIUTA)主席、法国图卢兹老年大学(U3A)主席和联合国教科文组织(UNITWIN)“文化旅游与可持续发展”教席的创始成员和执行理事会成员。他担任图卢兹卡皮托尔大学名誉教授,并在图卢兹让·饶勒大学的旅游学院(ISTHIA)任教,亦是阿布扎比索邦大学(阿联酋)、福斯杜伊瓜苏大学(巴西)和美国技术大学(黎巴嫩)的客座教授。
弗朗索瓦·维拉斯教授拥有经济学博士学位,是联合国、欧盟和世界贸易组织在老年人和旅游政策、战略及国际旅游经济领域的认可专家。他在分析国际老年政策、航空运输和旅游方面有着丰富的经验,撰写了多本关于国际老年人和旅游合作的书籍及报告,包括《航空运输》和《国际交流与劳动资格》(Economica
– 巴黎)、《国际旅游:经济视角》和《旅行和旅游的国际营销》(MacMillan–伦敦,与L.
Becherel合着)以及与国际旅游的政治和经济有关的《国际旅游经济与政治》(Economica–巴黎)。他更被G20秘书处任命,参与在巴黎举行的G20旅游部长会议(T20),发表“G20旅游报告”
弗朗索瓦·维拉斯教授积极与参与各地U3A的活动,涵盖医疗、健康和老年人旅游领域,并与国际组织如欧盟、联合国世界旅游组织(UNWTO)、联合国教科文组织(UNESCO)、联合国贸易和发展会议(UNCTAD)及国际航空运输协会(IATA)等建立了广泛的合作关系。。他与UNWTO在“旅游与微型金融”以及“油价上涨对国际旅游的影响”等议题上展开合作,还与UNCTAD共同研究旅游发展策略和可持续发展,关注老年旅游和U3A的国际协作。
弗朗索瓦·维拉斯教授亦曾受邀请主持多个国际会议,讨论U3A国际合作、旅游、航空运输及气候变化影响,包括在中国烟台举行的老年旅游国际会议、巴黎举行的COP21气候变化研讨会、日内瓦举行的UNCTAD及IATA关于旅游和航空运输的高级别国际会议,以及非洲区域旅游与气候变化会议。
同时,他还受邀领导有关旅游发展和老年旅游的项目。在
2016-2020年间,他带领UNCTAD进行关于旅游与气候变化的研究,探讨气候变化对旅游的影响;在2017-2019年间,为中国山东省提供“旅游发展政策”和“老年、健康与医疗旅游战略”的建议。
