The ‘Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong’ (NMTSS) is a subsidy scheme provided by the government to eligible Hong Kong students. Students are required to submit an application if they would like to obtain the subsidy. Students subsidized under the ‘Study Subsidy Scheme for Designated Professions/Sectors’ (SSSDP), being another government subsidy scheme, are not eligible to apply for NMTSS.

New students will be informed of the application arrangements during the admission process. Current students who have not applied for MNTSS during admission and wish to apply subsequently should pay attention to University email on NMTSS application before the start of a new academic year. Application should be made during the designated period. Students will be required to complete the application form (accessible via MyHKMU > Programme > Student Finance > Application for NMTSS) and provide supporting documents for verification.

Normally, just one application is required throughout your studies. Once your application is approved, subsidy is tenable for the remaining duration of your studies within the normative study period, unless you change your programme. If you change your programme, you need to re-apply under the new programme. Note that NMTSS only accepts a programme change once.

The subsidy will be deducted from your tuition fees instead of disbursed to you directly. In other words, you will only be required to pay the tuition fees net of the subsidy. Note that the subsidy is normally allocated to a term on pro-rata basis in an academic year.

Despite the fact that the subsidy is normally deducted from the tuition fees in advance, your eligibility for the subsidy is subject to fulfillment of eligibility conditions, and also the final decision of EDB. If you are eventually deemed ineligible for the subsidy, you will be required to settle the outstanding balance of tuition fees being the deducted subsidy amount.

Students subsidized by NMTSS may still apply for the Financial Assistance Scheme for Post-secondary Students (FASP) or Non-means-tested Loan Scheme for Post-secondary Students (NLSPS) of the government based on your final tuition fees payable (net of NMTSS subsidy, if applicable).
