MU88 Rules and Regulations

1. Preamble

Hong Kong Metropolitan University is committed to providing a safe, comfortable, and conducive living environment for all students residing in MU88. The following rules and regulations are established to ensure the well-being and security of all residents, non-residential members, visitors and staff, and to promote a respectful and harmonious community. All residents are expected to adhere to these rules and regulations. Any violation may result in disciplinary action.

2.1. MU88 is strictly designated for the personal residence of students. Any other use, including commercial or unlawful activities, is strictly prohibited.

2.2. Students are assigned specific rooms. Unauthorized room changes or occupancy exceeding the designated number of residents in a room is not permitted.

2.3. A written request for a room change with a comprehensive explanation and justification must be submitted to the Warden for approval. Each case is handled on a case-by-case basis and is subject to Warden’s discretion and room availability.

3.1. Residents are entrusted with the responsibility of their room cards and Student ID These items should not be loaned, duplicated, or used by others.

3.2. All residents must adhere to safety and security rules, avoiding any behaviour that could potentially pose a safety or health hazard to themselves or others.

3.3. To uphold a secure, safe, and disturbance-free environment for all residents, and to guarantee compliance with the stipulated regulations, the University, including the Student Affairs Office (SAO), retain the authority to conduct inspections in any room within the premises, irrespective of prior notice.

3.4. Residents are required to ensure that any small electrical appliances and devices they bring into MU88 are in compliance with the safety standards stipulated in the Electrical Products (Safety) Regulation under the Electricity Ordinance (Cap. 406) in Hong Kong.

4.1. Smoking in any form (including e-cigarettes and heat-not-burn products) and the use of open flames are strictly prohibited.

4.2. Cooking is restricted to designated areas only.

4.3. The possession, use, or distribution of dangerous drugs and alcohol within the premises is strictly prohibited.

4.4. Gambling in any form, is not allowed within MU88.

4.5. For health and safety reasons, pets of any kind are not permitted in MU88.

5.1. Residents must respect all existing fixtures, fittings, and furniture. Any alterations, defacement, or installation of new utilities or fittings without prior approval is not allowed.

5.2. All facilities, furniture, and equipment should be used responsibly and kept in good condition. Unauthorized removal or tampering with any property is strictly prohibited.

5.3. Residents are obligated to vacate and revert their rooms to the original condition by a date stipulated by SAO, or upon receiving confirmation of withdrawal or termination of residency or studentship from the University.

6.1. Residents are expected to show consideration and respect towards other members of MU88. They should avoid any behavior or language that could potentially disrupt or inconvenience others, or infringe upon their well-being and rights.

6.2. Any action or behaviors that may interfere with the privacy, time to study and rest, or normal use of facilities by other users in MU88 should be avoided.

6.3. Residents are expected to be properly attired at all times in the communal areas.

6.4. Quiet hours are observed from 11:00pm to 7:00am and are extended to 24 hours a day during the examination This period begins one week before the first day of exams and continues until the end of the examination period.

6.5. Residents are expected to maintain a reasonable noise level to avoid causing any disturbance to others at any times.

6.6. Any display containing obscene or intimating messages or images, or creating a feeling of threat, is not allowed.

6.7. Commercial and/or promotional activities are not allowed except official activities facilitated/ organised/ endorsed by Warden or the SAO.

7.1. The visitor policy is in place to ensure the safety, security, and privacy of all residents.

7.2. A student host may only sign in two visitors at a time.

7.3. Visiting hours are from 10 am to 10 pm. A visitor must register and be accompanied by his/her hosting resident throughout the visit. A resident who receives any visitor without completing the proper sign-in and sign-out procedures is considered violation of the rules and regulations.

7.4. A visitor is only allowed to access the communal areas. Unless prior approval is obtained by the Warden or the SAO, a visitor is not permitted to enter any residential floors (i.e. 3rd floor or above in both Towers).

7.5. All visitors are required to adhere to the required sign-in and sign-out procedures. Failure to comply with these procedures may result in the SAO denying access to the visitor.

7.6. Overnight stays are not allowed.

7.7. A hosting resident must accompany his/her visitor(s) at all times and should, to the best of his/her knowledge and ability, ensure the visitor(s) concerned observe the rules and regulations.

7.8. Residents are not permitted to access the room or floor of opposite gender beyond visiting hours.

8.1. Residents are expected to maintain cleanliness in all parts of MU88, including their own rooms, shared spaces, and facilities.

9.1. Violations of any of these rules and regulations may result in disciplinary actions, including but not limited to warnings, fines, immediate disqualification, termination of residency, and future MU88 applications not considered. Serious violations may lead to expulsion from the University.

10.1. All residents are required to respect and adhere to the laws enforced within the Hong Kong Special Administrative Region.

10.2. All residents are obligated to follow the University’s rules, regulations, and policies.

11.1. The University and the SAO shall have the authority to interpret these rules and regulations.

11.2. The University reserves the right to revise the rules and regulations whenever it deems necessary without prior notice.
