A Landmark Practice in Peace Education Rooted in Hong Kong, Integrating Global Wisdom

HKMU LiPACE, in collaboration with the Consulate General of Spain in Hong Kong, officially unveiled the city's first “Culture of Peace Wall” and a dedicated “Culture of Peace Room” (Aula de Cultura de Paz) today. This initiative is more than a campus facility upgrade; it is a visionary educational response to the 2025 Global Peace Index, which highlights a continued decline in global peacefulness and rising geopolitical tensions.

The core design of this project showcases the profound insights of two intellectual giants, bridging Eastern and Western wisdom. The Culture of Peace Wall features the vision of Professor Federico Mayor Zaragoza, former Director-General of UNESCO (1987–1999) and a key driver of the UN Declaration and Programme of Action on a Culture of Peace (1999). Professor Federico Zaragoza famously noted: “The path to peace is much easier than the path to war,” advocating that peace is not merely the “absence of war” but an “active construction” based on cultural understanding. Juxtaposed with this is the core philosophy of Professor Fei Xiaotong, a titan of Chinese sociology, presented within the Peace Education Classroom: “Appreciate the culture of others as you do your own, and the world will reach a state of harmony.” This placement sparks a civilizational dialogue across borders. By linking the learning environment with peace themes, the new facilities aim to exert a subtle yet profound influence on students' perspectives.

The “Culture of Peace Wall” integrates data visualization with an actionable framework, presenting trends from the 2025 Global Peace Index to help students intuitively understand challenges to social cohesion. It applies the United Nations' “Culture of Peace” (C4P) Mosaic framework, comprising six elements:

  • Peace: A just peace addresses historical injustices, gender and racial inequality, and environmental concerns, while securing fair and equitable economic distribution alongside political representation.
  • Culture and the Arts: Promoting cross-civilizational understanding through artistic expression.
  • Pedagogy: Integrating peace concepts into pedagogy to foster global citizenship and empathy.
  • Justice: Emphasizing institutional innovation and the principles of fairness to maintain peace.
  • Participation of Youth: Empowering young people to become the core drivers of peaceful change.
  • Digital Innovation: Offering dynamic spaces to reshape and disseminate the concepts and practices of peace, revealing its evolving nature and the role culture plays in reimagining and realizing it.

Professor Reggie KWAN Ching-ping , Provost of HKMU, stated in his speech: “Prof. Zaragoza, a Spanish scientist, politician, diplomat, and poet, was not only the Director-General of UNESCO for two terms but also, significantly, Hong Kong Metropolitan University’s first Doctor of Letters honoris causa in 1995. His tireless work in promoting intercultural understanding, conflict prevention, and his vision to ‘build a bastion of peace in the minds of all people’ exemplifies the very values and virtues that deserve to be remembered, celebrated, and emulated by our students. It is vital that we honour him today with the inauguration of the Culture of Peace Wall.”

Dr Benjamin CHAN Tak-yuen, Dean of HKMU LiPACE, read out a Letter of Support in Spanish and English from Ms Ana Barrero Tíscar, Director of the Foundation for a Culture of Peace. The letter emphasized that these permanent spaces contribute concretely and lastingly to promoting a culture of peace among future generations, expressing the Foundation's full support for this valuable initiative.

Mr. Miguel Aguirre de Cárcer, Consul General of Spain in Hong Kong, remarked: “This Culture of Peace Wall symbolizes the deep cultural connection between Spain and Hong Kong and pays tribute to the vision of Spanish peace pioneer Professor Federico Mayor Zaragoza. We are honored to partner with HKMU LiPACE to guide the younger generation in finding resonance within multiculturalism, becoming future ambassadors for global peace.”

 

引進聯合國 C4P 框架,打造中西哲學對話教育空間
見證融合東西方智慧、扎根香港土壤的和平教育實踐

香港都會大學李嘉誠專業進修學院(HKMU LiPACE)聯同西班牙駐港總領事館,於 2026 年 3 月 24 日(星期二)為全港首個「和平文化牆」(Culture of Peace Wall)及和平文化教室正式揭幕 。此活動不僅是校園設施的創新,更是針對《2025 年全球和平指數》顯示全球和平程度持續下滑、地緣緊張加劇的現狀,提出具備國際視野的教育回應 。

本項目核心設計呈現了兩位大師的深刻洞見,彰顯東西方的智慧交匯。文化牆展示曾任聯合國教科文組織(UNESCO)總幹事(1987–1999)、致力將組織的核心任務從單純的文化保存轉向全球性的「和平文化」推廣、聯合國《和平文化宣言及行動綱領》(1999)的重要推動者的西班牙德里科·馬約爾·薩拉戈薩(Federico Mayor Zaragoza)教授的洞見:「邁向和平的道路,遠比走向戰爭更為容易」 ,主張和平不是「戰爭的缺席」,而是基於文化理解與欣賞的「積極建構」。與和平文化教室中呈現中國社會學泰斗費孝通教授的核心哲學﹕「各美其美,美人之美,美美與共,天下大同」,主張透過欣賞他人文化實現和諧境界的智慧並置,互相引發一場跨越東西方的文明對話 。新設施將教學環境與和平主題掛鉤 ,讓學生於不同和平文化的主題下學習,以達至潛移默化的效果 。

「和平文化牆」結合了視覺化的數據與行動框架, 展示《2025 年全球和平指數》趨勢,讓學生直觀理解社會凝聚力面臨的挑戰 。同時應用「聯合國和平文化馬賽克」(United Nations'Culture for Peace (C4P) Mosaic)框架的六個元素 ,即:

  • 和平——一個公正的和平,能夠回應歷史不公、性別與種族不平等以及環境問題,並確保公平公正的經濟分配與政治代表權;
  • 文化藝術——透過文化表達與藝術創作促進不同文明間的理解 ;
  • 教育——將和平概念融入教學法,培養學生的全球公民意識與同理心;
  • 司法——強調透過制度創新與公平公正的原則來維護和平 ;
  • 青年參與——賦予青年人行動力,讓他們成為推動和平變革的核心力量 ;
  • 數字創新——為重塑與傳播和平理念及實踐提供空間,凸顯了和平的演變屬
    性,以及文化在推動其重新構想與實現中的作用。

香港都會大學學術副校長關清平教授於致辭時表示:「薩拉戈薩教授是西班牙的科學家、政治家、外交家與詩人,他不僅曾連任兩屆聯合國教科文組織總幹事,更於一九九五年獲香港都會大學頒授本校首個榮譽文學博士銜。他在促進跨文化理解、預防衝突方面的不懈努力,以及他的遠見,正好體現了我們的學生值得銘記、讚頌並效法的價值和德行。今天以「和平文化牆」的啟用向他致敬,實在意義深遠。」

香港都會大學李嘉誠專業進修學院院長曾德源博士於開幕儀式上以西班牙語及英語朗讀由和平文化基金會總監Ana Barrero Tíscar 致函學院,支持是次活動的信件。內容提及和平文化牆」與「和平文化教室」的啟用,具有深遠的學術意義與人文價值。設立這些常設空間,為在未來世代之間推廣和平文化,作出了具體而持久的貢獻。基金會對這項極具價值之倡議的全力支持。
