Director of Electrical and Mechanical Services Department, HKSAR Government

Ir. Raymond Poon

Ir Raymond POON is the Director of the Electrical and Mechanical Services Department. He leads a department which has about 5100 employees, of whom about 590 are professional engineers and over 3700 technician and skilled works. His past experience includes the enforcement of legislations in ensuring public safety on using electricity, gas, and railway and other electrical and mechanical installations, and promoting energy efficiency and conservation as well as application of renewable energy in Hong Kong.

Ir POON has been working in the government for over 26 years and taken up professional and managerial roles in the areas of engineering services, project management, business development as well as regulatory enforcement. Ir POON received his Bachelor of Engineering degree in Electrical and Electronics Engineering and Master of Science degree in Environmental Management from the University of Hong Kong. He has also obtained his EMBA degree from the Chinese University of Hong Kong in 2019.

Ir POON is a fellow member of the Hong Kong Institution of Engineers (HKIE) and he is also a member of Institution of Engineering and Technology (IET) as well as a Chartered Engineer (CEng).

Assistant Commissioner of Police(Information Systems), Hong Kong Police Force, HKSAR Government

Ms. KWAN Chui-ching, Catherine

Ms KWAN Chui-ching, Catherine has 35 years' experience with the Hong Kong Police Force. She has held a variety of command positions, including operational command in Division, District and Region, human resources management and public relations.

Since 2019, Catherine assumed the post of Assistant Commissioner, Information Systems Wing, responsible for formulating and executing the Force digital policing strategy. She led the IT and Communications Branch to develop over 80 digital solutions that aims to enhance officers' operational efficacy on core service deliverables in the digital age. She also established the Force Innovation and Solution Laboratory to nurture IT proficiency and innovation.

Catherine received training at various Mainland and Overseas training institutes including the Canadian Police College, Scottish Police College and Tsinghua University. She holds a Bachelor Degree in Social Science and a Master's Degree in Strategic Leadership.

Executive Director Engineering and Technology, Airport Authority Hong Kong

Ir. Ricky Leung Wing-kee

Mr Leung is the Executive Director, Engineering & Technology of Airport Authority Hong Kong (AAHK). He is a civil and structural engineer with more than 40 years of experience, of which over 30 years are in the planning, design, construction, operation and maintenance of airport infrastructure, facilities and systems. Mr Leung is responsible for AAHK's engineering and technology development, managing AAHK's assets and delivering engineering projects at Hong Kong International Airport.

Before joining AAHK, Mr Leung worked in consulting engineering firms and government departments on the planning, design and management of large-scale infrastructure projects in Hong Kong. Mr Leung is a Member of the Vocational Training Council, a Member of the Construction Industry Council and a Board Member of the Logistics and Supply Chain MultiTech R&D Centre. He holds a Master of Business Administration from the Chinese University of Hong Kong and a Bachelor of Science (Engineering) from the University of Hong Kong.

Chief Information Officer, Airport Authority Hong Kong

Ms. Lily LAI

Currently the Chief Information Officer of Airport Authority Hong Kong, Ms Lily Lai has been in the Information Technology (IT) industry for over 30 years serving the aviation sector for over 20 years. Being a strategic, synergistic and business-oriented leader, Lily has extensive experience in strategy formulation, technology and organizational transformation and building resilient partnerships across and beyond the organization. Lily is also active in community works to promote IT industry development, green IT, innovation and talent cultivation.

Trained as an engineer, Lily's technical expertise spans from industrial design, technology development to youth coaching in the NGO community. She has extensive business and management experience in the banking, consultancy, logistics and aviation industries.

Deputy General Manager, Operations Innovation Hub, MTR Corporation Limited

Ir. H.W. Chan

Ir. H.W. Chan is Deputy General Manager - Operations Innovation Hub in MTR Corporation. He is widely experienced in communications, control and network systems and has over 20 years of related exposures, most of which have been associated with the MTR Corporation in Hong Kong. Mr. Chan has broad experience in a number of railways around the region with in-depth knowledge in many telecom, control facilities and network in use by railways. He heads up a team of young engineers to drive innovation by introducing smart technology for enhancement of railway operations and maintenance. The introduction of the smart systems contributes to the Corporate growth and support the improvement of staff and passengers' safety, railway operation and maintenance efficiency and customer experience. He has also shared expert opinions for the adoption of smart transport and digitalization to MTR subsidiary railways in China and overseas.

Ir. Johnny Zhang

张炜先生,现任中国移动香港有限公司政企客户部总裁。

Acting Commissioner (Digital Infrastructure), Digital Policy Office, HKSAR Government

Mr. Daniel Cheung, JP

Mr Daniel Cheung JP is currently the Acting Commissioner for Digital Policy (Digital Infrastructure) of the Government of the Hong Kong Special Administrative Region. He supports the formulation of policies and strategic initiatives for driving the development of digital government and smart city in Hong Kong by strengthening local digital infrastructure, fostering the development of local IT industry and facilitating closer collaboration with the Mainland on the connectivity of digital infrastructures and data, with a view to laying a solid foundation for accelerating the development of digital economy. In addition, he oversees and implements policies and measures relating to project governance and cybersecurity of government IT systems. As a strong advocate for digital inclusion, Mr Cheung actively promotes wider adoption of digital technologies in the community. With over 30 years of professional experience in the field of IT, his expertise contributes significantly to the continuous advancement of Hong Kong's digital landscape.

Mr. Dickens Lee

Dickens Lee is the APAC Systems Engineering Director of RUCKUS NETWORKS. With over 25 years in the networking and security industry, he has honed his expertise while working with renowned manufacturers such as Dell, Sonicwall, Aventail, and Watchguard. Dickens has dedicated the past 11 years of his career to RUCKUS, where he collaborated with Enterprise and Service Provider clients to develop cutting-edge, large-scale ICT solutions. Dickens possesses a wealth of knowledge in IT advisory, solution design, and project management, enables him to deliver comprehensive and strategic guidance to his clients. Assistant Professor, Department of Aeronautical and Aviation Engineering, The Hong Kong Polytechnic University

Dr. Kam Hung NG

Dr Kam K.H. Ng is currently an Assistant Professor in the Department of Aeronautical and Aviation Engineering (AAE) at The Hong Kong Polytechnic University, HKSAR. His research interests include air traffic control, air traffic flow management, future air mobility, data-driven optimisation, operations research, human factors engineering and neuroergonomics in aviation. His research team has 16 Ph.D students, 2 M.Phil. students and 1 Research Assistant Professor, and the team has secured over $2.5 million HKD external research grants in four years of services

Mr. Alex Kwan

Mr. Alex Kwan obtained bachelor's degrees in Mechanical and Electronic Engineering from the University of Auckland and the Hong Kong Polytechnic University in 1995. He also holds a master's degree in Building Services Engineering. Prior to founding SecuRex Solution Limited (SQX) in 2004, he held technical and managerial positions at Honeywell Limited. He obtained Chartered Engineer status from Society of Operation Engineers.

With over 20 years of experience in the security and video surveillance industry, Alex has been a leader in video technology. His team has successfully promoted and provided world-leading video management and intelligent video analysis solutions in the Hong Kong, Macau, and China markets. He has been involved in significant projects such as the Hong Kong International Airport, the Hong Kong-Zhuhai-Macao Bridge, and the Macau City Electronic Surveillance System.

Chief Revenue Officer, NTT Com Asia

Mr. Stephen Tsang

Stephen Tsang is the Chief Revenue Officer of NTT. He is responsible for the strategic leadership and development of sales and solution initiatives to drive business revenue and accelerate the company's growth in Hong Kong.

Stephen has over 30 years of experience in Asia, Europe and the U.S., and deep industry knowledge across product, sales and solutions. Prior to joining NTT, he held leadership roles in renowned telecommunications companies.

Mr. Phil McManus

Phil is the Director of Business Innovation of NTT. He is responsible to co-create an impactful platform that powers Hong Kong's buildings and infrastructure, ultimately benefiting our community. Bringing together NTT's global R&D, with NTT's Innovation Alliance Program, in partnership with Hong Kong's most innovative organizations.

He is also the Chair of the Innovation and Technology Committee at The British Chamber of Commerce in Hong Kong, where he collaborates with leaders and experts from diverse sectors to foster a vibrant and forward-looking innovation ecosystem in the city.

Senior Pre-sales Consultant, Asia Pacific, Motorola Solutions

Mr. Wee Teck Siow

Wee Teck is the Senior Pre-sales Consultant focused on business development for Motorola Solutions' system business in Asia Pacific focusing on Public Safety and industrial markets. He is heavily involved in Hong Kong, Macao, and Taiwan especially in two-way radio communications technologies conducting technology summits, seminars and is a regular speaker in industry events.

Wee Teck has been actively involved in pre-sales of large nationwide communications infrastructure projects working with various public safety organizations and was instrumental in supporting projects such as Hong Kong Police Command & Control Communications System, Taiwan Coast Guard, Taiwan National Police Agency Nationwide Communication Systems, etc.

Wee Teck has a Bachelor's Degree in Electrical and Electronics Engineering major in Communications from National University of Singapore. He is based in Singapore.

Group Chief Technology Officer, Boldyn Networks

Mr. Andy Penley

Andy Penley is Group Chief Technology Officer for Boldyn Networks. In this role, he is responsible for coordinating overall product development, sharing best practices, and driving cross-market R&D. He reports to Brendan O'Reilly, Boldyn Networks' Group COO. Prior to this role, he served as Group SVP for global RAN solutions.

Penley joined Boldyn Networks after the company acquired ZenFi Networks in 2023, where he was SVP, Wireless Solutions. He oversaw all aspects of wireless solutions sales and customer management, applying his leadership and proven industry expertise to design and deliver innovative communication infrastructure solutions for customers searching to deploy wireless applications in the New York and New Jersey metro market. As a regional leader in fronthaul fiber infrastructure, Penley was also responsible for continued innovation and product design within the wireless market.

Penley is a mobile technology industry veteran with more than 27 years of experience managing teams that design, build and operate complex, constantly evolving mobile communication networks for large Mobile Network Operators and Neutral Host infrastructure providers. Prior to Boldyn Networks, he served as Director of Operations for Amirit Technologies, Director of Operations, Southeastern US for CCI, Program Manager for Alcatel Lucent Contractor. Penley studied finance at The C. T. Bauer College of Business at the University of Houston.

Electrical and Mechanical Services Department, HKSAR Government

Ir. Manon Tam

Ir. Manon, Tam is a Senior Engineer of the Electrical and Mechanical Services Department (EMSD) of The Government of the HKSAR. He and his team are responsible for design and develop Government-wide Internet-of-Things Network (GWIN). The GWIN could support remote monitoring of E&M equipment being maintained by the EMSD, also a common wireless network shared by the government departments for connecting various types of IoT sensors for trials application with an aim to enhancing the public service delivery and driving Hong Kong towards a smart city.

Mr. Teddy LO

Teddy is the Managing Director of Boldyn Networks Hong Kong with a diverse background and a passion for challenging status quo and bringing positive impact to the Hong Kong telecommunications market. He has more than 30 years of experience in the telecommunications field with business coverage from network infrastructure to terminal, from traditional value added to cloud telecom services, from carriers to government/enterprises in the region and has demonstrated a strong aptitude for business development and leadership.

Throughout his career, Teddy has successfully bought different breakthrough projects to Hong Kong including the first TETRA system to The Hong Kong Police Force which was the first project of its kind in Asia.

Dr. Wong has over 30 years of experience in the mobile industry. He has achieved the BSc (Hons) in Computer Engineering from the University of Manchester in UK, PhD in Mobile Radio Telecommunications from the University of Southampton, and MBA from the University of Hull.
