Opening Address

Mr. Tony Wong, JP is the Deputy Government Chief Information Officer in the Office of the Government Chief Information Officer. He assists the Government Chief Information Officer in formulating and overseeing strategies and initiatives to facilitate the development of information and communications technology, and smart city in Hong Kong, and the development of the local information technology (IT) industry.
He is also in charge of developing and providing centralized government IT services and common systems, formulate and execute government-wide IT strategies, provide advice on government IT investments, oversees the funding applications, facilitates the procurement of IT-related products, and develops a long range human resource plan for the government IT profession.

Allen Chen has over 30 years of technical and managerial experience in computer, VLSI, and wireless communication industries. He was a lead engineer in developing mini-computer processors for NCR and Perkin Elmer.
Allen is an IES Life AdCom Member, IEEE Life Senior Member and Chair of IES Standards Technical Committee. He has served for IES in various capacity for many IES conferences and IES Treasurer. He was a recipient of an IEEE Third Millennium Medal Award and IES Anthony Homfeck Award.

Victor Huang is a senior level executive seasoned in high technology industrial management, having served as VP Engineering at 5 separate start-ups in Silicon Valley, and led the establishment of the highly acclaimed Institute of Microelectronics (IME) for the Singapore government which resulted in Singapore's highly successful high technology industry. His experience spans the telecommunications (Bell Labs) and consumer electronics industries.
He is an IEEE Fellow, a Life AdCom member of the IEEE Industrial Electronics Society (IES), Chair of IES Standards Technical Committee, IES representative to IEEE-SA, and a member of IEEE-Standards Association (SA), IEEE Communications Society, IEEE Technical Engineering Management Society (TEMS), past member of IEEE Computer Society.

Ir C.K. LEE is a Chief Engineer of Electrical and Mechanical Services Department (EMSD) of the Government of the Hong Kong Special Administrative Region. He has over 30 years of diversified professional engineering experience in project management, consultancy, maintenance management and safety advisory in the fields of electronics, IT and biomedical engineering. He is currently overseeing digital transformation in EMSD and supporting innovation and technology as well as smart city development initiatives in various government departments.
Ir Lee is a Fellow Member of the Hong Kong Institution of Engineers and Member of the Institution of Engineering and Technology of UK. Ir Lee is currently the Chairman of the Electronics Division of the Hong Kong Institution of Engineers.

Mr. Jing Jung, Tang, Senior R&D Manager, Division of Technology Development in Logistics and Supply Chain MultiTech R&D Centre Limited (LSCM). He has extensive experience in RFIC design, wireless communication, energy harvesting, IoT system development and AI hardware accelerator. He holds a BS and MPhil degree in Electrical and Electronic Engineering Department in The Hong Kong University of Science and Technology. Before joining LSCM, he led an engineering team to develop a series of electronic equipment on planet monitoring successfully for the lunar and mars exploration mission with China Academy of Aerospace Technology (CAST) in the Hong Kong Polytechnic University. The GWIN could support a near real-time remote monitoring of E&M equipment being maintained by the EMSD. The GWIN is also a common wireless network shared by the government bureaux and departments for connecting various types of IoT sensors for their application trials with an aim to enhancing the public service delivery and driving Hong Kong towards a smart city.
