Introduction

The following guidance note is about safety & emergency procedures for HKMU staff/student users to take for reducing the risk of hazard and know what action to take in case of the following scenario is found on campus.

1) Fire Prevention

It is the duty of every staff/student user of the HKMU to take all necessary precautionary measures to prevent the outbreak of fire.  The following rules must be observed:

  • Do not carry fire hazardous articles to the HKMU campuses.
  • Do not overload electrical points by using adapters.
  • Smoking is prohibited inside the HKMU campuses, both indoor and outdoor.
  • Turn off electrical equipment when not in use (unless it is designed to be permanently connected).
  • Keep all fire exit doors and means of escape clear of obstruction at all times.
  • Never leave fire exit doors open. Always make sure they are closed, but NOT LOCKED.
  • Ensure smoke doors are closed at all times.

2) What To Do in Case of Fire

  • Remain CALM.
  • ALERT persons nearby by shouting 'FIRE'.
  • BREAK the nearby fire alarm glass.
  • EVACUATE through the fire escape route (routing plan has been posted up on the notices boards) to the assembly area as directed by the security guard promptly.
  • DO NOT USE THE LIFT.

3) What To Do if a Suspected Explosive Object is Found

  • Remain CALM.
  • DO NOT TOUCH or WALK CLOSE the object.
  • CONTACT the SECURITY GUARD at Security Control Room and REMAIN at a safe distance from the object.
  • POINT OUT to the arrived security guard the location of the suspected object.

4) What To Do if Health Problem is encountered

  • Assess the situation. If condition of the casualty appears to be unconscious or complex, dial 999 for an ambulance first and inform security control room.
  • In case of suspected head or spinal injury, do not move him / her.

Evacuation Procedures

When you evacuate the building, REMAIN CALM and observe the followings:

  • WALK. DO NOT RUN.
  • Turn off all electrical apparatus except lights.
  • Close all doors as your leave but not lock.
  • Do not carry bulky or heavy belongings.
  • Try to help those who may have difficulties in mobility such as the disabled and pregnant persons.
  • Leave the building, using the nearest staircase and go to the assembly area. DO NOT USE THE LIFTS in case of fire.
  • Do not return to the building until permission is given by the Fire Services Department Officer or in charge of the scene.
  • WARNING: DO NOT USE THE LIFTS
  • DO NOT WEDGE OPEN ANY DOORS
