Dr Neoh is a Senior Counsel and formerly the Chief Adviser to the China Securities Regulatory Commission (1999-2004), and Chairman of the Hong Kong Securities and Futures Commission (1995-1998). He was a Member of the Basic Law Committee from 1997-2008.

After teaching for two years, Dr Neoh then joined the Hong Kong Government in 1966. Working up from the ranks of the Administrative Service, he was promoted to Assistant Director of the ICAC in 1976. After serving in the ICAC, he decided to leave Government Service for practice at the Hong Kong Bar in 1979. He became a member of the California Bar in 1984. He was appointed Queen's Counsel (now retitled, Senior Counsel) in 1990.

'The Court of Final Appeal declared that it is unconstitutional to deny social security to new immigrants.' As a governmental, financial and legal veteran, Dr Neoh will present his views on these matters, drawing from the historical development of the Rule of Law in the Western and Eastern World, how we have advanced in Hong Kong on the Rule of Law and how we can promote the Rule of Law under the concept of One Country Two systems.
