This higher-level course is one of the core courses within the BSocSc and BSocSc (Hons) in Public Administration. It is also suitable for Social Sciences students who wish to acquire the knowledge to understand and analyse major issues in public sector management.

Advisory prerequisite(s)
You are advised to have already studied PUAD A202 and PUAD A301.

Aims
This course aims to assist students to develop a comprehensive understanding of major issues and recent research in public sector management in developed countries, to understand the contexts within which Hong Kong's public sector management operates, and to acquire the knowledge of the main issues of public sector management in Hong Kong.

Contents
The course covers the following topics:

  • Public sector management: theoretical perspectives and research methodology
  • Strategic planning and management in the public sector
  • Reinventing government: governance in the new millennium
  • Globalization and public sector management
  • Leadership styles and public sector management
  • Values, ethics, accountability and trust in public sector management
  • New forms of governance I: public–private partnership
  • New forms of governance II: inter- and intra-governmental components of public sector management

Learning support
There will be 12 two-hour tutorials and two two-hour supplementary lectures.

Assessment
There are five assignments and a final examination. Students are required to submit assignments via the Online Learning Environment (OLE).
