Aims

This course aims to examine theoretical frameworks which underpin public sector reforms in Western democracies and help develop students' knowledge in public sector management in Hong Kong. It also evaluates why public sector reforms are launched in Hong Kong and assesses selected cases of public sector reforms in Hong Kong.

Contents

The course covers the following topics:

  1. Public administration and new public management
  2. Public sector reform in developed countries
  3. An overview of public sector reform in Hong Kong
  4. Trading fund reform
  5. Human resources reform
  6. Accountability in the public sector: Hong Kong reforms in a global context

Learning support

The study units, together with seven face-to-face tutorials and two supplementary lectures are the main strategies to help students achieve the learning outcomes. Students can also consult the tutor by phone or email about the study units and assigned readings within the designated telephone tutoring hours.

Assessment

To pass the course, students must pass both the continuous assessment and the final examination.

Students are required to submit three individual written assignments, which have a value of 50% of the total course grade. The final examination will be of two hours' duration and have a value of 50% of the total course grade.

Online requirement

Students are required to submit assignments via the Online Learning Environment (OLE).
