POLS 2011ACD

Aims

The overall aims of POLS 2011AED Government and Politics of Hong Kong are to:

  • provide students with analytic tools for understanding;
  • explain the evolution of the political system of Hong Kong;
  • introduce relevant theoretical frameworks, concepts to describe the institutional structures of Hong Kong's political system;
  • examine the interactions between those elements and the wider political environment; and
  • equip students to apply the above to analyse the pressing political issues of Hong Kong as a Special Administrative Region of the People's Republic of China.

The course covers the following topics:

  • Introduction and historical development of Hong Kong's political system
  • The constitutional framework
  • The executive branch
  • The legislative branch
  • The administration
  • Local politics
  • Informal actors
  • The political culture and public opinion
  • The external environment
  • Conclusion

Learning support

  • Teaching and learning
    The study units, together with ten face-to-face tutorials and two supplementary lectures, are the main strategies to help students achieve the learning outcomes. Students can also consult the tutor by phone or email about the study units, set books and assigned readings within the designated hours. The overall course delivery will also be monitored by the Course Coordinator.
  • Online support
    The Online Learning Environment (OLE), being an additional support, gives students online access to the electronic copies of the course materials and Study Guide, presentation schedule, assignments and admits e-submission of assignments. Although participation is optional, students are also encouraged to take part in the Discussion Board therein to enhance their self-study and learning.

Assessment

There will be four written assignments for students to complete. OCAS will be counted by three out of the four best assignment scores. This contributes to 50% of the final course score (CS). Another 50% will be from a final examination.

Online requirement

Students are required to submit assignments via the Online Learning Environment (OLE).
