to:<\/p><ul><li><em>Master<\/em> major public administration theories;<\/li><li><em>Apply<\/em> theories of public administration, political science, and social sciences to <em>evaluate<\/em> issues pertinent to real-world public sector management;<\/li><li><em>Analyze<\/em> underlying factors that would affect public policy-making processes in general, and in particular, the public policy-making process in Hong Kong;<\/li><li><em>Deliberate <\/em>rationales and major reforms to public sector in Hong Kong and Western democracies;<\/li><\/ul><p>In addition to the learning outcomes for the BSSPA, graduates of the BSSPAH programme should be able to:<\/p><ul><li><em>Acquire<\/em> an in-depth understanding of public sector management in Hong Kong and Western democracies;<\/li><li><em>Reflect <\/em>on roles of government in Western democracies, and <em>evaluate<\/em> the issue of government intervention in Western democracies and Hong Kong;
