| The OUHK has called for the creation of a Council for Continuing
Education and a reform of the system for subsidizing part-time higher
and continuing education in favour of learners rather than institutions
in its response to the consultative document 'Learning for Life' of the
Education Commission (EC). The OUHK hopes that the Council will act as a central coordinating body to gather views and work out long-term strategies on continuing education as well as a framework for flexible credit transfer among local universities. The response to the Education Reform blueprint was made following wide consultation among OUHK students, alumni and staff through an opinion survey in late October and early November, and in a special forum in December. More than half of the respondents in the survey favoured financial assistance for students in the form of direct government grant. Alternatively, 31.5 per cent accepted low-interest loan as a viable option. Over 40 per cent felt that the costs of continuing education should be shared by learners, the government and employers. The Forum on Lifelong Learning was held on 6 December with participation by about 100 OUHK students, alumni, staff and Council member Dr Lo Chi-kin. Mr Anthony Leung, EC Chairman and Mr Michael Tien, EC member, also took part in the discussion. OUHK participants supported the establishment of a centralized accreditation mechanism and mutual credit transfer between institutions. They also called on the Government to do more to dispel the public misconception that continuing education was lower in quality than conventional education. |
